Noble Schools Welcomes New Board Chair and Member

On June 18, 2025 the Noble Schools Board of Directors unanimously approved two remarkable additions to its leadership team. 

The board welcomes Phyllis Lockett, CEO of LEAP-X, as its new Chair. A nationally recognized leader in public education and innovation, Phyllis brings sharp insight into the charter landscape and a proven track record of board leadership – making her an ideal guide as Noble enters its next 25 years of service to students and communities across Chicago. 

Angela Carter, Chief Compliance Officer at Illinois Tool Works (ITW), joins the board to deepen the longstanding partnership between ITW and Noble and to further our shared commitment to investing in Chicago’s future through public education.

We are honored to welcome Phyllis and Angela to the Noble board and look forward to the wisdom, leadership, and commitment for equity and excellence that they bring to our mission.

Phyllis Lockett

Phyllis Lockett is a serial social entrepreneur who has led transformation efforts in education, government, and the civic arena. Lockett is currently the CEO of LEAP-X, an education innovation lab that designs and creates solutions for the future of learning. Lockett is the Founder and Senior Advisor of LEAP Innovations, which transforms learning and scales innovations in classrooms. Prior to her role with LEAP, she served as the founding CEO of New Schools for Chicago, a venture philanthropy that invested in the start-up of 80 new public schools. Lockett previously served as the executive director of the Civic Consulting Alliance (CCA), a pro-bono consulting firm for government agencies, and led key projects that shaped the Chicago Transit Authority’s $2.8B capital improvement program, and the Chicago Housing Authority’s $1.5B Plan for Transformation. She has held sales and marketing roles with IBM, Kraft Foods, and General Mills.  

Lockett serves as a director of the CME Group (Chairperson of the Nominating and Governance committee) and the Federal Home Loan Bank of Chicago (Chairperson of the Operations and Technology committee). Lockett is an advisor with GSV Ventures and board member of SAGA Education. She is also a member of the Economic Club of Chicago, The Chicago Network, Commercial Club of Chicago, and a Henry Crown Fellow with the Aspen Institute.

Angela Carter

Angela Bodley Carter is a distinguished legal and compliance executive with a dynamic career spanning over 20 years across corporate, legal, and public sectors. She currently serves as the Chief Compliance Officer at Illinois Tool Works (ITW), where she leads the global compliance strategy, legal operations, and regulatory compliance.

Prior to ITW, Angela held senior leadership roles at Owens Corning and Whirlpool Corporation, where she directed global compliance programs covering anti-corruption, trade regulations, data privacy, ESG, and M&A due diligence. Her early career includes impactful roles at Wal-Mart Stores Inc. and Johnson & Johnson, where she led compliance teams and financial strategy initiatives.

Angela holds a J.D. and LL.M. in Taxation from Wayne State University, an MBA from the University of Michigan’s Ross School of Business, and a B.S. in Political Science from Western Michigan University. Angela is licensed to practice law in Michigan and serves on the Ross School Advisory Board.
